Israel says it has started reinforcing its border fence with the Gaza Strip, erecting a galvanised steel barrier six metres high that will run the length of territory.

The new upgraded security barrier is to stretch some 65 kilometers (40 miles) from the Kerem Shalom Crossing in the south to the recently-completed 200-meter sea barrier near Zikkim beach along Israel's Mediterranean coast in the north.

Palestinians in Gaza continuously cut the wire fence that now exists, in order to try to cross into Israel.

"I would also like to make it clear: If the quiet is not maintained in Gaza, we will make the decisions even in the elections period and will not hesitate to act", the prime minister added.

A Palestinian was shot dead and another wounded on Monday near an Israeli checkpoint in the occupied West Bank, Palestinian officials said.

The Anti-Terrorism Clarification Act (ATCA), which was passed by the US Congress in 2018, empowers Americans to sue foreign aid recipients in US courts over alleged complicity in "acts of war", however, the Palestinians have declined further US funding, anxious about legal jeopardy.

The protesters waved Palestinian flags, chanted anti-Israel slogans, burned tires, cut the barbed wire of the border's fence, and threw stones at the Israeli soldiers, according to eyewitnesses.

Almost 190 Palestinians have been killed by Israeli fire since they began last March. Israel has accused Palestinian Authority officials, including its president Mahmoud Abbas, of inciting hatred and of being responsible for terrorist attacks.

It accuses Hamas, with whom it has fought three wars since 2008, of seeking to use the protests as cover to carry out violence.
