Donald Trump has declared his "respect" for John McCain and ordered all USA flags on public buildings to be flown at half-mast, bowing to criticism over his initial response to the senator's death.

Flags atop the two buildings were down at half mast after the senator's passing on Saturday and stayed so through Sunday as the country mourned a war-hero who suffered five and half years of torture during the Vietnam War, served six terms in the United States senate and ran twice for president. And, after hours of criticism, given more life by Trump's refusal to answer any questions about McCain, the White House retreated in humiliating fashion on late Monday afternoon.

The White House, according to a Washington Post report Monday, prepared a statement extolling McCain's life and calling him a hero, but Trump rejected issuing it.

Mr McCain ran unsuccessfully as US President in 2008 and had been a senator since 1984.

The Stars and Stripes were briefly lowered to half-staff over the weekend, then went back up to full height Monday while flags at the US Capitol and elsewhere stayed at half-staff.

The attacks continued even as McCain's battle with cancer intensified, leading the senator's family to cry foul.

McCain was a frequent Trump critic and his family has said he did not want the president to attend his funeral.

McCain's death could give Trump even greater leverage over a rightward-tilting Republican party as he fights for his political life against the Russian Federation meddling and obstruction investigations.

Mr McCain, who will be buried at the US Naval Academy in Annapolis, Maryland, was taken prisoner of war in Vietnam but after his release helped secure the repatriation of the remains of missing-in-action soldiers.

Flags elsewhere in the capital had remained at half-staff Monday, and it was widely believed that Trump was demonstrating his continued resentment toward McCain, who provided the pivotal vote preventing Republicans from repealing the Affordable Care Act.

Fitzgerald tweeted his condolences to McCain on Saturday when the senator passed away.

"John McCain was a true American hero", said French President Emmanuel Macron. One of his rescuers said 24 February 2000, McCain was well treated after being pulled from the lake by villagers.

'The last thing he said to me was, 'I love you, I have not been cheated, ' Graham said as a tear rolled down his cheek.
