The feature displays signal strengths of a public WiFi network, before the user connects to it. Google will be using "Slow", "OK", "Fast" and "Very Fast" labels to determine expected speed of open networks.

There are four general categories and Google describes them as - "Slow" which means Wi-Fi calling can be used for phone calls and sending texts.
