The Philippines had been the most vigorous critic of Chinese territorial claims, but Philippine President Rodrigo Duterte has recently dialed back his country's objections, leaving Vietnam as the leading critic.

China, Taiwan, Vietnam, the Philippines, Malaysia and Brunei all have competing claims to various island chains in the South China Sea.

The Philippines has historically been the United States' strongest ally in the region.

If, during the meeting, Trump broaches the subject of human rights, Duterte said earlier this week that he'd tell the USA president to "lay off".

Amy Searight, senior adviser of the Southeast Asia Program at the Center for Strategic and International Studies, told reporters before the trip that she expects Duterte to roll out the red carpet for Trump because he "sees this as an opportunity to somewhat reset US-Philippine relations".

The framework will be endorsed by China and the 10 nations of ASEAN in Manila on Monday, a diplomat from one of the regional bloc's countries said.

Member States of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) have appointed Audrey Azoulay, a former Culture Minister of France, to the top post of the agency.

A Trump administration official, in previewing the visit, stressed that Trump and Duterte have "a warm rapport". At $32 billion past year, it was the sixth largest with the United States, though less than a tenth the size of China's.

Vietnamese and US companies signed memorandums of understanding on gas development and automobiles as well as aircraft engine purchase and support during Trump's visit.
